I desperately need following books. Any help would be highly appreciated.
.........................................................................................
1. Structural Steel Design, ASD method by Alan Williams
2. A Dictionary of Environmental and Civil Engineering by Len Webster
.................................................................................................
I would be so grateful if anyone could advise me where can I buy it online?

If no-one is selling it here, try amazon or ebay......some place that sells used books online.

I tried so many websites: amazon.com, alibris.com, half.com, allstores.com, and many more. None of them has these books. I ordered structural steel design on amazon.com a month ago, and now they are saying they could not find one.......... So, ridiculous!
I could not find the dictionary as well. I am tired...

Have you tried campusbooks.com? If you can't find it, maybe consider another book.
For steel design, I recommend "Steel Structures", by Salmon and Johnson
It has examples and theory for most any situation I've encountered at work (I work as a structural EIT). I think it will be more than adequate for the test.

Rajt:
Just wondering what you are looking to get out of the structural steel book. Have you had a course in structural steel design? If not, the Salmon and Johnson book referenced above is probably THE book to have. Although if you are taking the April exam there is not a lot of time to learn the theory...
If you have a solid theoretical background in steel design, I would recommend the SERM or CERM and just working practice problems like the 6 minute solutions... Not familiar with the Alan Williams book, but you may have better options than that book.
