Bruce A. Wolle, MSE, PE, is currently licensed in 17 states and provides professional engineering services in geotechnical and materials engineering. He has provided senior engineering supervision and management for projects in the fields of geotechnical and materials engineering, telecommunications design, and construction special inspection. Mr. Wolle earned a BS degree in civil engineering from New Mexico State University and an MSE degree in civil engineering (geotechnical and seismic studies) from Arizona State University.

C. Dale Buckner is a registered Professional Civil Engineer in Virginia. Actively involved in consulting projects for many years, he teaches in the Department of Civil and Environmental Engineering at the Virginia Military Institute. Professor Buckner holds BS, MS, and PhD degrees in civil engineering from North Carolina State University.

Trey Flowers, PE, specializes in the mechanistic modeling of contaminant fate and transport processes in natural and engineered systems. He has an extensive background in surface and groundwater hydrology, open channel and pressurized flow hydraulics, environmental fluid dynamics, and environmental chemistry of both aqueous and soil systems. He recently joined the U.S. Environmental Protection Agency's Superfund program in Washington, DC, where he serves as a regional coordinator for remedy decisions.

Norman R. Voigt, PE, PLS, is registered as both a civil engineer and land surveyor in Pennsylvania. He has been responsible for design, construction, maintenance, and inspection on a variety of highway and transit projects. For more than 25 years, he has taught sections of the civil PE review course given by Pennsylvania State University, and he is currently an adjunct lecturer at the University of Pittsburgh. Mr. Voigt holds BS and MS degrees in civil engineering from the University of Pittsburgh.
